Here is the original array:

7   4   2   6
8   2   4   3
5   3   5   7
9   ?   2   8


Looking at the first three rows, note the following pattern:

7   4   2   6            7 x 6 = 42
             
8   2   4   3            8 x 3 = 24

5   3   5   7            5 x 7 = 35

Following this pattern, you would have:

9   ?   2   8            9 x 8 = ?2

Well,    9 x 8 = 72 so the ? is a 7.  The answer is 7.
